A West Linn resident plans to file a complaint with the state’s Government Ethics Commission, alleging that West Linn City Councilor Jody Carson violated rules restricting councilors from using public office for personal financial gain.
Lynn Fox told the city council Monday she is concerned about a discussion at a work session last week, when planning staff reviewed upcoming changes to development rules in the Willamette area, a National Historic District.
Carson owns one of the area’s characteristic homes, but it is on an irregularly shaped lot compared to the squares and rectangles around it. Missing a corner where a street cuts through, Carson’s land is also about twice the size of surrounding properties.
City staff said Carson disclosed that information. She also didn’t participate in the Monday night hearing on the code amendments.
After learning of the complaint, Carson said she doesn’t believe she acted improperly and said her concern with the code language involves “overall issues,” not just those affecting her property.
